Lloyd W. Brown, II, is a seasoned bank regulatory and risk management executive with extensive experience at Fortune 50 and Fortune 200 companies. He has a proven track record in building and leading bank regulatory examinations and regulatory engagement programs that support omni-channel strategies within the highly regulated financial services industry. Lloyd is adept at navigating complex regulatory requirements and supervisory expectations for large financial institutions, ensuring compliance, and mitigating risks across various channels to protect organizational integrity and drive business growth. He has collaborated with C-Suite executives at Fortune 500 companies, including systemically important banks identified by the Financial Stability Board.
Currently, Lloyd serves as the Managing Partner at Brown Management Group and as a Senior Advisor to Wolters Kluwer. He is recognized as a subject matter expert in the areas of the Community Reinvestment Act (CRA), consumer compliance, and corporate governance.
Lloyd's broad professional experience includes roles as a community development banker, bank regulator, attorney, corporate governance expert, government affairs executive, and philanthropic leader. These diverse roles have equipped him with the ability to effectively partner with executive management and P&L leaders to address various business and regulatory challenges from a holistic perspective.
Prior to his current role, Lloyd reported directly to a member of Citigroup’s Executive Management Team as Managing Director, Chief Community Reinvestment Act Officer, and Head of the CRA Regulatory Group. In this capacity, he was responsible for overseeing Citi’s CRA Program, including program strategy, corporate governance oversight, and execution. His leadership ensured the direction of more than $220 billion in loans, investments, and services to low- and moderate-income communities.
Before his tenure at Citi, Lloyd was Executive Vice President, Head of Government Affairs and Community Development at BNY Mellon, where he was a member of the Global Operating Committee and served as President of BNY Community Development Enterprise. He also held the role of Trustee for the BNY Mellon Foundation.
In addition to his executive roles, Lloyd has been an active participant in various banking trade, civic, and affordable housing organizations. He is the Immediate Past Chair of the Community Reinvestment Committee for the Consumer Bankers Association and a recipient of the CBA’s Committee Excellence Award for Distinguished Service. His contributions also include serving on the CRA Committees for the American Bankers Association and the Bank Policy Institute, as well as holding leadership positions such as Board Chair of Neighborhood Housing Services of New York City and board membership at the National Association of Affordable Housing Lenders.
Lloyd holds a BA in Political Science from Columbia University and a Juris Doctor degree from Rutgers University School of Law. He is admitted to practice law in New York, New Jersey, and before the Supreme Court of the United States.
