In D.C., a business looking to obtain a basic business license issued by the DCRA must first meet a number of requirements. This includes business and tax registration, as well as obtaining a "Clean Hands" certificate which verifies that a business or individual does not owe more than $100 to the District of Columbia.     Yes. As reported in the Washington Business Journal, an effort is underway to check the license status of thousands of businesses located in the District. As stated in the article, "The District has launched a multiagency effort to bring retailers into compliance with licensing and permitting requirements before inspectors arrive with citations or padlocks. What will start with gas stations and convenience stores will eventually balloon to other businesses. Already, more than 200 shops have been visited in only two wards - Ward 8 and Ward 4 - with the rest of the city to come. There are some 40,000 businesses in the District with basic business licenses, and it’s unclear how many others exist with no licenses at all."

  • How do I get a DC Security License?

    Effective January 2, 2014, the Department of Consumer and Regulatory Affairs (DCRA), Occupational and Professional Licensing Administration (DCRA/OPLA) implemented several changes to the security licensing process and fee schedule to improve the level of ease, efficiency, and overall administrative function of security licensing. DCRA/OPLA has engaged Pearson VUE to facilitate processing of all license applications and license renewals for private detectives, private investigators, special police officers, and security officers. Though processing will no longer be handled by the Security Officers Management Branch (SOMB) of the Metropolitan Police Department, the SOMB will still accept payment and perform the final signoff of each application at the SOMB office located at 2000 14th Street, NW, Room 302.

    To apply, all new license applicants and license renewals must complete an application, provide fingerprints for a criminal background check, and submit passport size two color photos. New applicants must also provide information pertaining to employment and residential history, a criminal history affidavit, birth certificate or naturalization documentation, and submit to a drug screening and a physical. Security officer applicants will be required to take a test based upon the D.C. Municipal Regulations in Title 17, Chapters 20 and 21. Special Police Officer applicants are also required to submit a DD-214 (Military Service Record/ Discharge Record and Separation Documents) and a range certification and gun list.

    Fees are now based on two year terms rather than the previous one year term, and must be paid at the time of application in the form of cashiers check, money order, or certified check payable to the Pearson Vue and D.C. Treasurer in two separate payments. Security Officer’s license will be valid for two years with an affidavit submitted annually. Special Police Officer’s license will remain on the yearly license period.

  • How do I obtain a Reinsurance Brokerage License?

    In order to obtain a Reinsurance Brokerage (or Reinsurance Intermediary Broker) license an applicant must generally: (1) Complete a NAIC Uniform Individual Application to be registered with the National Insurance Producer Registry; and (2) Pay both the state license application and state license fee. For non-resident applicants, a certification from their home state is often required as well. However, different states have requirements that vary depending upon their respective jurisdiction.

    Some states have simplistic requirements. In Massachusetts an applicant must: (1) Complete an application form; and (2) Write a check made payable to the Commonwealth of Massachusetts, Division of Insurance, in the amount of $200.00. For non-resident applicants, a Certificate of Good Standing from your home state indicating you are licensed in good standing as a reinsurance broker is required as well. In Florida, an applicant must: (1) Complete an application for the license and submit appropriate fees. In addition, the applicant must be fingerprinted. Each person applying for the first time in Florida and qualifying for a license as a reinsurance broker shall attach a full detailed credit and character report for the 5-year period immediately prior to the date of application.

    Some states have stringent requirements. In Georgia, applicants need to file a Certification Application for Certified Reinsurer. The applicant must be domiciled and licensed to transact insurance or reinsurance in what is called a "Qualified Jurisdiction." A qualified jurisdiction is a jurisdiction that is 1) an accredited jurisdiction in accordance with the NAIC financial and standards accreditation program; 2) qualified by the Commissioner as a qualified jurisdiction in accordance with the standards set forth in Ga. Reg. § 120-2-78-.08(3)(b); or 3) is a jurisdiction that is designated as a qualified jurisdiction by the Reinsurance Task Force, or working group thereof, and published through the NAIC Committee Process. The application fee is $600 for the initial application, and $700 for an annual renewal. There is a litany of additional requirements for licensure as well.
