PhD degree holder in legal sciences; in the years 1972–1995, researcher at the Institute of State and Law History of the Faculty of Law and Administration of the University of Wroclaw. Author of approx. 100 scientific publications on the system and law of the Second Republic of Poland and a branch of KL Gross Rosen, as well as on the supervision and control of regional chambers of audit over local self-government units. In the years 1993–2010, President of the Regional Chamber of Audit in Wroclaw (in the years 1998–2006 Chairman of the National Council of Regional Chambers of Audit); co-founder of “Orzecznictwo w Sprawach Samorządowych” & “Finanse Komunalne” - member of editorial boards of both journals; in the years 1997–2010 cooperated with the Parliament and Senate committees on acts and bills regarding supervision and control over the finances of local self-government units; cooperated with the Chancellery of the President of the Republic of Poland (in the years 2008–2010) on presidential draft amendments to local self-government acts; as of 2011 adviser to the Mayor of Wroclaw.
