Devlin earned his J.D. cum laude from the Duquesne University School of Law, his M.B.A. from the Duquesne University Donahue Graduate School of Business and his B.A. in Political Science, magna cum laude, from the University of Pittsburgh at Greensburg. Devlin is currently a member of the State Bar of Pennsylvania.
